Following the earlier call for abstracts, registration is now open for the conference ‘The European Union as a Sanctioning Actor: Legal and Institutional Developments’, which will take place on 11 December 2026 at the T.M.C. Asser Institute in The Hague.

MINOS is pleased to co-organise the conference with the Centre for the Law of EU External Relations (CLEER) and the T.M.C. Asser Institute.

As the European Union has become an increasingly active sanctioning actor, its growing reliance on restrictive measures has given rise to significant legal and institutional developments. The conference will take stock of the EU’s evolving sanctions practice and address some of the most pressing conceptual, normative and practical legal questions it raises.

The programme will examine the sanctions practice of the Council, including judicial review, asset immobilisation and decision-making procedures; EU sanctions beyond the Common Foreign and Security Policy; the interaction between sanctions, investment and arbitration; and the enforcement of EU sanctions, including evidentiary questions, virtual assets, maritime measures and export licensing.

The conference will bring together scholars and practitioners to discuss the changing legal architecture of EU sanctions and the challenges involved in ensuring their uniform and effective implementation.
